Relying on the industrial Internet platform empowerment, Fujian adheres to the promotion mode of government guidance, industry focus, platform cultivation and typical demonstration, promotes the digital transformation and upgrading of industrial Internet enabled small and medium-sized enterprises, and inserts "digital wings" for high-quality development of small and medium-sized enterprises.

At present, from the perspective of digital transformation of small and medium-sized enterprises in Fujian, the overall quality and effect are still not outstanding, the economic benefits of enterprises are still not obvious, the supporting role for high-quality development of industrial economy is still not significant, and the development of different regions, industries and fields is still uneven.

Enterprises "don't want to change, dare not change, and won't change"

From the perspective of digital transformation of small and medium-sized enterprises, large enterprises have achieved a lot of achievements, experience, and taste the benefits, but many small and medium-sized enterprises are unwilling, unwilling, and dare not to digital transformation. They have the idea of "getting rich while getting rich", without the sense of urgency of digital transformation. Analyzed, the main reasons are: some enterprises do not realize that digital transformation is a gradual process, and they think that they can not get results immediately after investment and are unwilling to transform; Some enterprises do not realize the prospect and direction of digital transformation, are content with the status quo, have no sense of crisis, and do not want to change; Some enterprises are lack of IT and automation talents. They are afraid of production interruption or accident due to system failure. In addition, they are worried about information security; Some enterprises are constrained by their own scale and lack of space, which limits the transformation of automation equipment, let alone digital transformation. For example, in the knitting industry of Changle District, small and medium-sized enterprises account for about 94% of the industry, and the digital transformation of small and medium-sized enterprises is slow. The main problems focus on the lack of top-level planning for the intelligent transformation of small and medium-sized enterprises, the overall goal is not clear, the understanding of intelligent manufacturing is not comprehensive and profound enough, and the lack of professional knowledge, leading to cognitive constraints on the digital transformation of small and medium-sized enterprises. For example, a knitting enterprise is a typical small enterprise with only 9 warp knitting machines. The owner of the enterprise is still in the automation stage of the concept of digitalization, and is more sensitive to the cost of digitalization investment, and can only accept an investment quota of less than 20000, resulting in slow progress in transformation. At the same time, due to the limitation of enterprise factory buildings, the cost of network transformation in the factory is high, and it is difficult to decide to stop work for transformation in a short time.

Data "can be collected, linked and run"

On the one hand, the level or conditions of digitalization and intellectualization of production supporting equipment are uneven. The key processes of most SMEs in Fujian Province are still human intensive, and the production equipment is both inside and outside and old. For example, most of the production equipment in Changle textile industry is mainly imported, which makes it difficult for equipment to be interconnected, the utilization rate of data is low, and there are technical breakpoints and blockages in key processes, becoming the bottleneck of enterprise digital and network upgrading. The data interface serial ports of domestic supporting equipment and foreign equipment are not universal, and the interconnection standards of imported equipment and domestic equipment have not yet been formulated. The equipment ports of foreign equipment manufacturers are not open to the outside world. It is difficult for enterprises to achieve interconnection, even if the communication protocols between different brands of domestic equipment are different, the control system, system software, automatic scheduling system The weak foundation of core technology links such as perception and online analysis technology has directly affected the digital transformation of enterprises and hindered the further systematic management of enterprises. On the other hand, the data contains the knowledge and experience accumulated by enterprises for a long time, some of which are important sources of competitiveness of enterprises. For fear of leakage of trade secrets, enterprises are unwilling to open and share data. Instead, they choose to establish a database with internal closed management and do not store it on the public cloud. And enterprises with data advantages may also use data advantages to implement monopoly and unfair competition, making many small and medium-sized enterprises unwilling to share data.

"Difficulty in service supply and talent cultivation"

Digital transformation of enterprises can not be separated from talent and technical support. On the one hand, the number and scale of software and information technology enterprises in Fujian Province are small, and industrial Internet platforms and system service providers cannot meet the needs of enterprises' digital transformation. For example, due to different raw material inputs, processing objects and production chains in each sub industry, they have different professional knowledge and experience. The knowledge and experience of different industries can only be used in their own industries in many cases, so the digital model built by PaaS providers mainly based on their industry knowledge and experience cannot support cross industry and cross domain application and service development. Even within the same industry, different enterprises are different in product architecture, process flow, production equipment and other aspects. Industrial apps developed based on a certain enterprise are often difficult to migrate smoothly to other enterprises like the software on PCs or apps on mobile phones. This makes it more difficult for the industrial Internet platform to empower small and medium-sized manufacturing enterprises. At the same time, a digital technology limited company, a service provider, reported that the communication period for the implementation of digital transformation projects with small and medium-sized enterprises was long, ranging from half a year to more than one year, which objectively affected the process of enterprise transformation. On the other hand, Fujian Province is still short of professional and technical talents and management talents in digital fields such as industrial Internet, industrial software, system software development, system integration and application, and the demands put forward by enterprises cannot be solved in a timely and effective manner. The training cycle of compound talents who understand both digitalization and business is extremely scarce and cannot effectively promote the digital transformation of enterprises. For example, a knitting enterprise reflects that although it can purchase services from external specialized digital technology enterprises to help with digital transformation and transformation, the use of digital systems and subsequent innovation iterations still need to be implemented by internal talents of the enterprise, and few talents, high costs and difficult operation and maintenance become the pain points of the enterprise. Another example is that a machinery enterprise reflects that it is difficult to cultivate. The enterprise specialized in transferring its business backbone to information posts, and it took 5-8 years to cultivate 5 compound talents.

Multi measures to promote digitalization

Since 2022, Fujian has set up a special class for provincial industrial digital transformation, coordinated all relevant departments at all levels, and worked together to promote the provincial industrial digital transformation and upgrading. In August 2022, the Provincial Department of Industry and Information Technology, together with the Department of Finance, issued the "Nine Measures for Promoting Industrial Digital Transformation", which focuses on nine aspects, including enabling the industrial Internet platform and cultivating benchmark enterprises. The "real gold and silver" will increase support and stimulate the initiative of small and medium-sized enterprises to implement digital transformation. In November 2022, the Provincial Department of Industry and Information Technology released the Three Year Action Plan for Industrial Digital Transformation (2023-2025), which comprehensively promotes industrial digital transformation from the aspects of innovative new applications in the industry, building new financing systems, creating new digital supplies, and continues to enhance industrial core competitiveness.

At the same time, Fujian has guided the majority of small and medium-sized enterprises to "emulate the model" by creating a number of digital benchmark enterprises, a number of common application scenarios in the industry, and a number of new models, new businesses and new industries. First, form a batch of digital benchmark enterprises. For example, Anta, the representative of the footwear and clothing enterprise, has set up an intelligent factory "data brain" to address the pain points of slow reclaiming, high error rate of manually matching cloth, and low operation efficiency of stations. The whole process is connected with intelligent logistics, flexible hanging, high-speed sorting and other systems, and automatically matching cloth to each station. The productivity efficiency is increased by 21%, the management cost is reduced by 11%, and the production cycle is shortened by 50%. Another example is Huayu Weaving, a textile enterprise representative. In view of the time-consuming and laborious manual inspection and the high dependence of traditional quality inspection methods on skilled workers, we developed a 5G+equipment information platform and a machine vision broken wire detection system on a pilot basis. The production of looms was visualized, and the number of single person inspection looms increased from 4 to 20, It greatly alleviates the pressure of difficult recruitment of silk inspectors (the training of skilled silk inspectors is generally more than one year), and the production efficiency can be increased by 30%. The second is to form a number of common application scenarios in the industry. Third, form a batch of new models, new business forms and new industries. In the process of promoting digital transformation, new models, new businesses and new industries such as service-oriented extension and networked collaboration are emerging. For example, Haina Machinery has established a 5G industrial Internet digital enabling platform for the sanitary products industry to provide remote equipment diagnosis, big data predictive maintenance and other applications for sanitary products manufacturers. It has served 347 corporate customers in 30 countries, and the efficiency of problem troubleshooting and resolution has increased by 20%. Through the implementation of digital transformation, the enterprise's production efficiency has been improved by about 20% on average, the product upgrade research and development cycle has been shortened by about 31% on average, and the defective product rate has been reduced by about 20% on average.

In order to solve the transformation problem of SMEs with a large number and a wide range, Fujian Province has enabled SMEs to transform and upgrade by building an industrial Internet platform. For example, Changle District's textile industry Internet platform provides "small and beautiful" precision services such as data visualization cockpit, online energy consumption monitoring, warehouse identification management, and access to more than 600 enterprises to solve the common problems of low management efficiency and slow monitoring feedback among SMEs; The textile accessories platform of the auxiliary cloth company has been connected to nearly 100 production enterprises, helping a large number of small and medium-sized enterprises improve quality, reduce cost and increase efficiency through collaborative design, centralized purchase and distribution, quality control, etc. At present, Fujian has cultivated one national level cross industry and cross domain industrial Internet platform, six national level characteristic professional platforms, and promoted more than 70000 enterprises to "go to the cloud". Eleven enterprises have been selected as the pilot of digital transformation of SMEs by the Ministry of Industry and Information Technology and the Ministry of Finance, ranking second in the country.
