Ministry Of Industry And Information Technology: 100 More SME Characteristic Industrial Clusters Will Be Cultivated Nationwide

On April 20, the State Council Information Office held a press conference to introduce the development of industry and informatization in the first quarter of 2023. Tao Qinghui, director of the Operation Monitoring Coordination Bureau of the Ministry of Industry and Information Technology, said that this year, the Ministry of Industry and Information Technology plans to cultivate another 100 characteristic industrial clusters of SMEs nationwide.

Tao Qing introduced that the SME characteristic industrial cluster is an industrial cluster with core competitiveness, which is positioned within the county level division, focuses on SMEs, focuses on leading industries, and has prominent advantages. The Ministry of Industry and Information Technology focuses on the cultivation of clusters in six aspects: improving the advantages of leading industries, promoting digital transformation, accelerating green and low-carbon development, deepening open cooperation, and improving governance and service capabilities, so as to build clusters into fertile land for SMEs to specialize in new development, a carrier for regional economic growth, and an important fulcrum for the security and stability of the industrial chain supply chain.

In January this year, the Ministry of Industry and Information Technology announced the list of characteristic industrial clusters of SMEs in 2022.

Tao Qing pointed out that the first batch of 100 SME characteristic industrial clusters has four significant characteristics:

First, the agglomeration of high-quality SMEs has achieved outstanding results. More than 28000 SMEs have settled in the cluster, contributing more than 1.8 trillion yuan of output value. There are 55 single champions in manufacturing, 294 "little giant" enterprises specializing in special and new technologies, 1487 specialized and new technologies, and about 5000 innovative SMEs. High quality SMEs account for more than 20% of the total number of enterprises in the cluster.

Second, the supply chain of the industrial chain plays an obvious role in strengthening the supply chain. The cluster has formed a high-level and professional supporting capacity in key industrial chain supply chain key links such as high-performance materials, smart chips, precision devices, new energy vehicle power systems, industrial robots and so on.

Third, the driving effect on the local economy has initially appeared. The leading industries of the cluster are all local pillar industries, contributing 87% to the output value of the cluster, and playing an important role in promoting the high-quality development of the county economy.

Fourthly, the cluster governance and service system has been constantly improved. More than 70% of clusters have built or introduced a national public service demonstration platform for SMEs, nearly 90% of clusters have established an industrial development promotion mechanism, and more than 90% of clusters have established a legitimate rights and interests protection mechanism for SMEs, A cluster governance pattern of "consultation, sharing, co construction and co governance" has been initially formed for SMEs.

Tao Qing said that this year, the Ministry of Industry and Information Technology plans to cultivate another 100 characteristic industrial clusters of SMEs nationwide. The Ministry of Industry and Information Technology will fully implement the spirit of the Twentieth National Congress of the Communist Party of China, implement the deployment of the Central Economic Work Conference and the Two Sessions, and further promote the work of small and medium-sized enterprises with distinctive industrial clusters.

The first is to guide the cluster to expand and strengthen the leading industry, further enhance the core competitiveness of SMEs, stimulate the vitality of the county economy, and improve the resilience of the industrial chain supply chain and the supporting capacity of key links.

The second is to do a good job of guidance and evaluation of cluster development, carry out the publicity of excellent cluster cases and the promotion of typical experience, strengthen the quality management of identified clusters, and ensure the effectiveness of cluster development.

The third is to organize research and introduce policies and measures to promote cluster development, further strengthen policy guidance and resource coordination, build a cluster gradient cultivation system, and guide and support the local cultivation of a number of provincial clusters.
