10. Promote green development and promote harmonious coexistence between man and nature

Nature is the basic condition for human survival and development. Respecting, conforming to and protecting nature are the inherent requirements of building a socialist modern country in an all-round way. We must firmly establish and practice the idea that green waters and green mountains are golden mountains and silver mountains, and plan for development from the height of harmonious coexistence of human and nature.

We should promote the construction of a beautiful China, adhere to the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grass and sand, coordinate the adjustment of industrial structure, pollution control, ecological protection, and response to climate change, and jointly promote carbon reduction, pollution reduction, green expansion and growth, and promote ecological priority, conservation and intensive, green and low-carbon development.

We should accelerate the green transformation of development mode, implement the comprehensive saving strategy, develop green low-carbon industries, advocate green consumption, and promote the formation of green and low-carbon production and lifestyle.

We will further promote the prevention and control of environmental pollution, continue to fight the battle of blue sky, clear water and pure land, basically eliminate heavy polluted weather, basically eliminate urban black and odorous water bodies, strengthen the prevention and control of soil pollution sources, improve the level of environmental infrastructure construction, and promote the improvement of urban and rural living environment. We should enhance the diversity, stability and sustainability of ecosystems, accelerate the implementation of major projects for the protection and restoration of important ecosystems, implement major projects for biodiversity conservation, promote the rehabilitation of grasslands, forests, rivers, lakes and wetlands, implement the 10-year ban on fishing in the Yangtze River, improve the system of fallow and rotation of cultivated land, and prevent and control alien species.

We should actively and steadily promote carbon peak and carbon neutralization. Based on China's energy and resource endowment, we should adhere to the principle of "building first and then breaking down", implement the action of reaching carbon peak in a planned way, further promote the energy revolution, strengthen the clean and efficient utilization of coal, accelerate the planning and construction of a new energy system, and actively participate in the global governance of climate change.
