In Xinjiang, Guangxi, Guizhou and other central and western regions, scientific and effective development suggestions are put forward for the development of local industries. Based on the research work, we will continue to improve the monitoring and statistics of key data of the industry, reflect the industry operation status, market public opinion and business information, and provide support for government decision-making, enterprise operation and industrial research.

Pay attention to industry research and improve service quality. We have strengthened systematic research and carried out research on key fields such as scientific and technological innovation, industrial culture, green development, and cluster construction, and formed a number of research results. While supporting industrial development, they also promoted the formation and refinement of the industry's "14th five year plan" development outline. The outline of the development of the textile industry during the 14th five year plan and the guiding opinions on the development of science and technology, fashion and green as well as the development guidelines for each sub industry during the 14th five year plan were issued successively. China Textile Federation had in-depth communication with relevant central government departments, 31 provinces, autonomous regions and major financial institutions on the development outline of the industry during the "14th five year plan" period, and received positive feedback. The main leaders of various provinces and autonomous regions and the leaders of the relevant departments of the central government have given instructions and written back to the China Textile Federation. We have organized a series of regional exchange and docking activities such as baguihang, one of the top 100 enterprises in the industry.

We will deepen the service of industrial clusters and help new urbanization and Rural Revitalization. The industry was guided to cultivate new formats such as content e-commerce and cross-border e-commerce, and activities such as live broadcast day of Chinese clothing brands were held. Especially around the cotton issue in Xinjiang, it issued a statement firmly supporting the development of cotton textile industry in Xinjiang, and reflected the demands of the industry at the policy level and international level, and safeguarded the legitimate interests of the industry. Focusing on global production, scientifically guiding the open cooperation and diversified layout of industries, the "belt and road" conference of China's textile industry was held.

Based on the actual situation of the industry, scientifically guide the industry to carry out the work of carbon peak and carbon neutralization. The "action framework plan for promoting carbon peak and carbon neutralization in textile industry" was released, and the "30.60 carbon neutralization acceleration plan for climate innovation of Chinese fashion brands" was launched. A number of leading enterprises and 100 billion level industrial clusters announced to join and release the carbon neutral vision. Based on the method of product life cycle assessment, the research and promotion of carbon accounting method and emission reduction roadmap are carried out. We will continue to strengthen the screening, pilot and promotion of green fiber technology and green manufacturing technology, and improve the green standard system. We should further construct the recycling system of waste textiles and clothing resources and promote the implementation of the campus action plan of zero abandonment of old clothes.

We will continue to deepen the construction of industrial social responsibility. With human-oriented responsibility, environmental responsibility and market responsibility as the content, the tools and methods of social responsibility construction are more perfect, and the applicable subjects and fields are constantly extended, which effectively supports the sustainable development of the industry. International exchanges and cooperation on social responsibility are also deepening. We have participated in the United Nations Intergovernmental Working Group Meeting on "transnational corporations and other business enterprises and human rights" and "United Nations Forum on industry, commerce and human rights". The relevant work has been affirmed and expressed by relevant departments and won respect and recognition for the industry.

Despite the impact of the new epidemic, fluctuations in raw material prices, rising freight prices, and power rationing in some regions, the industry has shown strong resilience and vitality. As of November, the industrial added value of Enterprises above Designated Size in the textile industry has increased by 4.8% year-on-year, 7.9% higher than that of the same period of last year. The industrial added value of most links in the textile industry chain has achieved positive growth. The growth rate of filament weaving, household textiles and textile machinery industries has exceeded 10% year-on-year, and the comprehensive strength of the textile industry has continued to improve. The development of the industry has made constructive contributions to stabilizing the macro-economic market and implementing the tasks of "six stabilities" and "six guarantees".

The industry has made positive contributions to stable economic growth. Facing the impact of the epidemic, textile industry is the first to resume production and obtain better economic benefits. From January to October, 34000 Textile Enterprises above Designated Size in China achieved 4133.86 billion yuan of business income, up 14.2% year on year. The total profit of Enterprises above Designated Size reached 19.27 billion yuan, up 29.7% year on year, showing a high growth trend. From January to October, the profit margin of operating income of textile enterprises above Designated Size nationwide was 4.8%, 0.6 percentage points higher than that of the same period of last year. The industrial structure has been continuously optimized, and the innovation ability of enterprises has been significantly enhanced. The industry and enterprises in the green transformation, scientific and technological innovation, digital economy and other fields are commendable. The degree of industry intensification has been continuously improved. In 2021, at least 9 enterprises involved in textile industry will enter Fortune Global 500. Small and medium-sized enterprises have achieved steady development. 124 textile related enterprises have entered the list of the first three batches of "specialized and special new" small giant enterprises of the Ministry of industry and information technology. In the selection of the Sixth Batch of single champion of the Ministry of industry and information technology, 35 enterprises in the textile industry won the single champion enterprises and 19 enterprises won the single champion products.

The industry has made positive contributions to the growth of domestic demand. Offline and online collaborative development and further improvement of domestic demand system. From January to November, the offline retail sales of clothing, shoes, hats, needles and textiles above the national quota reached 1236.3 billion yuan, a year-on-year increase of 14.9%; The retail sales of online wear goods increased by 11.1% year on year. Textile products are relatively stable in domestic market. During the period of double 11, Anta and Li Ning ranked second and third respectively in the list of sports apparel sales. New brands bester and bosie have entered the top 10 men's wear sales list in the first round of double 11 pre-sale. New fashion brands and fashion brands are rising rapidly.

The industry has made positive contributions to the smooth supply chain of global industrial chain. From January to November, China's textile and clothing exports totaled US $285.28 billion, an increase of 7.7% year-on-year, and an average annual growth rate of 7.6% in the past two years, which has exceeded the level before the epidemic. Under the support of overseas order backflow and other factors, clothing export has achieved steady growth. From January to November, the export volume was 154.35 billion US dollars, with a year-on-year increase of 25.1%, the best growth level since 2014. The structure of foreign trade is more diversified, and emerging economies have played a positive role in supporting the export growth of China's textile industry. From January to October, the amount of textile raw materials and products exported to Vietnam and India increased by 23.3% and 72.2% respectively.

The industry has made positive contributions to creating a better life for the people. The sufficient and stable supply of textile products effectively meets the basic needs of people's life. From January to November, the output of chemical fiber, yarn, cloth, printed and dyed cloth and clothing increased by 10.3%, 10.1%, 8.5%, 15.1% and 8.5% respectively year-on-year, and the growth rate was 9.2%, 20.2%, 26.8%, 22.3% and 17.3 percentage points higher than that of the same period of last year. In the context of inflation expectations, the smooth operation of the textile industry chain plays a positive role in stabilizing prices. The development of the industry has effectively promoted the rural and county economy, and has made positive contributions to consolidating the achievements of poverty alleviation and promoting the overall revitalization of rural areas. Industrial transfer and the development of industrial clusters also promote regional coordinated development. From the perspective of investment, the textile industry investment in Hubei and Hunan increased by more than 50% from January to October. Investment in chemical fiber industry has achieved positive growth in all provinces except Hubei in the central region, and doubled in Shaanxi, Xinjiang, Inner Mongolia and other provinces in the western region.

While fully affirming the achievements, we must also see that the whole year's economic operation presents a trend of "high before and low after". At present, the development of the industry is faced with practical pressures such as the rise of comprehensive manufacturing costs, the poor transmission of product prices, and the unreasonable employment structure. Next year, the industry operation will also face challenges such as the disappearance of low base effect and the impact of Xinjiang related issues. We need to look at the development of the industry in a more macro and grounded picture, find the right position, seize the opportunity and move forward in the face of difficulties.

Second, adapt to the new changes in the internal and external situation, grasp the strategic opportunities and win the initiative of development

At present, the world has entered the stage of normalized epidemic prevention and control, and the economy has experienced unbalanced and asynchronous recovery. However, on the whole, economic globalization is facing a counter current, and the world economy is still in a downturn. Under the influence of geopolitics, virus mutation and other factors, the atmosphere of demand contraction, supply shock and uncertainty is strong. Recently, the U.S. Senate and house of Representatives passed H R. 6256 Xinjiang related act tries to impose the label of "forced labor" on all agricultural products and industrial products produced in Xinjiang by means of "presumption of guilt", and prevents "made in Xinjiang" from entering the U.S. market through customs administrative measures and requiring importers to self inspect the supply chain. The game between big powers is having a more profound impact on future development, and the world economy has entered a period of turbulent change.

The change of cost structure. Under the influence of liquidity flooding, imbalance of supply and demand, policy adjustment and other factors, the global commodity prices fluctuate significantly, the shipping costs continue to rise, labor and energy consumption are tense, and the cost structure is changing. Industrial competitive advantage and industrial chain layout are also adjusting accordingly. Taking shipping costs as an example, the current container costs from China to the west of the United States are 10 times higher than in 2019, which will help enterprises speed up production and procurement nearby and reduce their dependence on remote suppliers.

Changes in market expectations. The stimulus policy under the epidemic situation is causing inflation and deflation to stick together, and the expectation of global economic development is weakening. Affected by this, market attitude and behavior are changing. On the one hand, risk aversion is on the rise, and the overall situation of enterprises' investment in entities and long-term investment is weakening. On the other hand, there are more short-term speculation and speculation, and there is a big bubble in asset prices. The lack of market confidence damages the long-term development of the industry.

The change of trust system. In the face of economic downturn, some countries, driven by short-term interests, reneged on the agreement and broke the stability of global economic development and trade exchanges. Focusing on the enterprise debt risk, the enterprise trust in the supply chain is also being tested. The phenomenon of "not taking orders when there are orders" and "not doing long orders" has increased. The destruction of trust mechanism is increasing the economic cost.

The change of trade structure. The global supply chain has been shortened and internalized, showing a regional trend. According to WTO data, there will be 37 new free trade agreements signed in the world in 2020. According to a report, 33% of global consumer goods enterprises plan to strengthen the selection of regional manufacturers and 50% of local suppliers in three years. In the first half of 2021, Turkey's exports to the EU increased by 42%. The balance between efficiency and safety has become an important consideration in supply chain layout.

Under the new wave of science and technology, scientific and technological innovation has become the core element of reshaping industrial ecology and leading industrial upgrading. Science and technology means the right of discourse, development and survival. Scientific and technological innovation has increasingly become the core field of competition and cooperation among countries and the main battlefield of strategic game among great powers. Developed countries have begun to systematize the layout of intellectual property rights and standards with the first mover advantage in technology. This has formed a lock on the industrial technology innovation and development path of other countries. At present, China is facing more strategic containment and blockade. On December 16, the US Department of Commerce added 34 Chinese enterprises to the entity list.

In the face of pressure, only by grasping the general situation and adhering to scientific and technological self-improvement can we open up the situation and win the initiative.

1. Technological innovation is becoming a complex system

The 2021 Nobel Prize in physiology or medicine, physics and economics all focus on the essential characteristics and internal laws of various complex systems. This reflects from one side that scientific and technological innovation is becoming a highly complex system.

The boundaries between disciplines are blurring. Mathematics, physics, chemistry, biology and other natural sciences have made breakthroughs and converged with computational science and Social Science in many points, and have continuously derived new branches of disciplines in mutual promotion. The multi-level and heterogeneity of the discipline field, the asymmetry and irregularity of the discipline system, the diversification and uncertainty of the evolution path make the scientific and technological innovation appear "emergence". The result is that the whole is greater than the sum of the parts. Complex systems can break through the traditional cognitive concepts and the existing theoretical framework, and form new cognition and unknown. The scientific and technological innovation under the complex system needs to promote the integration and parallel of large-span and large-depth interdisciplinary, and the importance of basic research is further strengthened. We should carry out open source innovation and solve the complexity problems in a collaborative way; We should strengthen basic innovation and explore uncertainty with certainty.

2. Imbalance is becoming the development trend of scientific and technological innovation

The advanced basic theory and key technology have a strong driving effect on the development of science and technology. The United States has won nearly 70% of the Nobel prizes, created more than 60% of the world's scientific achievements in the same period, and gathered nearly 50% of the highly cited scientists in the world. What matches this is its leading position in the field of scientific and technological innovation. From a global perspective, the understanding of the importance of basic theory and fundamental innovation is constantly strengthened. Since February 2021, the United States has issued 28 science and technology economic strategic deployment documents, and the European Union has issued 12 documents. These documents take artificial intelligence, quantum technology, 5g / 6G and other frontier key areas to accelerate the layout. In recent years, the overall level of China's scientific and technological innovation has accelerated to the first square in the world, but there is still a big gap between China and developed countries in the field of basic science. According to the atlas of scientific structure 2021, 28% of the research fields in China have not been published. The lack of basic fields is also the core reason why China's industries are facing the "neck sticking" technical problems.

The innovation of basic theory is never instant. It needs long-term technology accumulation, high R & D investment, trial and error cost, and continuous test of economic and social development. There is still a gap between China and developed countries in these aspects.

In terms of talents, in 2019, China's R & D researchers accounted for 43.9% of all R & D participants, while the proportion of major countries in the world was more than 50.0%, and that of South Korea was as high as 81.5%; The input intensity of R & D researchers in China is 27.2 person years / 10000 people, less than 1 / 3 of that in developed countries such as Denmark and South Korea.

In terms of funding, although China's basic research investment has increased by 16.9% annually, its proportion in total R & D investment is still less than 1 / 3 (6% / 20%) of that of developed countries. From 2000 to 2019, the total funding of NSFC funded projects in the United States was about 847.9 billion yuan, while that of China was only 278.59 billion yuan.

In the new era, we need to concentrate more resources and capabilities on basic innovation; We should comprehensively and systematically carry out the strategic layout of intellectual property rights and seize the commanding heights of scientific and technological innovation.
